NEWSはしがき
前回（小林理研ニュース No.59）では、ISO規格の内TC/43 SC1（騒音関係）を紹介したが、今回はまずISOにおける国際規格を審議する手順を述べ、次にSC1以外で音響の基礎と聴覚に関係のある規格、(TC/43)、建築音響関係の規格(TC/43 SC/2)、及び音響に関係の深い振動に関する規格を紹介する。振動の規格は通常TC108で審議され、音響に関係がある場合には、平行してTC43においても審議が行われる。
ISOにおける審議の手順
(1) 特定の項目に関してISO規格とすることの提案
（ISO加盟国は規格制定を提案することができる）
(2) ISO事務局から加盟各国に対して、この項目を取り上げることについての賛否と、取り上げた時に審議に参加するか否かの照会
(3) 賛成多数でISOとして正式に審議を開始するときは、各国から委員を推薦するとともに、Convenerを決定する（通常提案国から選出）この際規格作成の大凡の期限が設定される。
(4) Convenerは規格の草案(Committee Draft)を作成し、事務局から各国に送付して、賛否と意見が求められる。
(5) Convenerは各国から提出された意見を参照して原案を修正し、適宜適当な場所を選んでWG(working
group)を開催して審議をするか、各国に原案を送付して意見を求める。音響に関するISOの総会(TC43)は一年半毎に開催されるので、この機会にWGを開催することもある。Convenerは総会においてそれまでの審議の経過を報告する。
(6) 審議が終了した時点で、DIS(Draft International Standard)が作成されて各国に送付されて賛否が問われる。通常Editorial
commentのみが受け付けられ、反対の場合はその理由を提出する。
(7) 反対の意見に対してConvenerはその採否を沿えてFinal Draft(FDIS)を作成して再度賛否を問う
(8) 最後に事務所においてISOとしての規格の整合を計った上で、ISO全体の委員会の承認がえられた段階で、IS
XXXX First Editionとして発行される。各規格は通常5年毎に見なおしが行われる。
